Les Selensky
Professional Engineer and Principal

Upon graduating from Texas Tech University in 1993, Les began his engineering career as a roadway and bridge engineer in TxDOT’s Brownwood District – Eastland Area Office and later in Lubbock’s District Design Office. From 2000-2016, Les worked in the DFW Metroplex as a consultant engineer alongside some of the most advanced engineering firms throughout the country. Les worked his way through the ranks an established himself as a Sr. Project Manager in various high profile surface transportation projects including toll road expansions for the North Texas Tollway Authority, the Crescent City Connection bridge and the LA1 toll road improvements for the Louisiana Department of Transportation & Development, the $288 million design-build interchange in Johnson County, Kansas; the $1.4 billion Chisholm Trail Parkway in Tarrant and Johnson counties, TX., and the $1.6 billion North Tarrant Expressway Public Private Partnership project in Fort Worth, just to name a few. Les even had a job assignment being attached to NASCAR and serving as a track engineer.

Since 2017, Les has transferred his skills from roads and bridge engineering to windstorm engineering analysis, design, construction oversight, and windstorm inspections for a six-county area of the Coastal Bend. He is an Appointed Qualified Inspector (AQI), authorized by the Texas Department of Insurance (TDI) to perform inspections and certifications on their behalf. Les holds dual Bachelor of Science degrees—one in Construction Management, and another in Civil Engineering from Texas Tech University—along with an MBA in Marketing Management from the University of Dallas. While known for his tireless work ethic, Les moved to Rockport in search of “coastal treatment”—embracing a lifestyle that includes fishing, hunting, and working at his ranch in Goliad, TX. A proud Texas Tech alum, he’s also an avid Red Raider sports fan, cheering on his team any chance he gets. His deep expertise is matched by a genuine passion for people, community, and the profession.

Dustin Barre
Professional Engineer

Dustin Barre graduated with a Bachelor of Science degree in Mechanical Engineering from the University of Texas at San Antonio. He has extensive software experience, including SolidWorks, AutoCAD, WoodWorks, Photoshop, Quickbooks, and Microsoft Office. Dustin grew up right here in Rockport and enjoys the coastal lifestyle. Growing up, he was active in the Boy Scouts and became an Eagle Scout in 2003. Classic cars are one of his passions and he hopes to continue maintaining and growing his small collection. Dustin is active at his church and volunteers as the A/V Tech Coordinator, as well as singing and playing guitar in the praise band. Having previously worked in security at a major chemical plant, and with a wide diversification of job experience and other skills, Dustin has added to that by receiving his Professional Engineering license in the Fall of 2025.

Roy Riojas
Senior Inspector

Roy Riojas graduated from the Texas A&M University with a Bachelor of Science degree in Ocean and Coastal Resources. Aside from a short career stint as a superintendent for a marine shipping loading and unloading company, Roy’s primary experience has been in construction. He grew up in a construction family, where he learned how to build structures from the ground floor up and worked for the family construction company during and through college. During this time he learned all aspects of the building trades, including how to operate several types of heavy equipment.  Most recently Roy was a Construction Manager for Habitat for Humanity, with full construction management responsibility over the rebuilding efforts after Hurricane Harvey in the Coastal Bend. Roy is a talented musician, who plays drums and just about any stringed instrument. On the weekends you might find Roy shooting, wrenching, kite surfing, surfing, or fishing, but come Sunday morning you’ll find him setting the rhythm behind his drum set for morning worship.

April Intorre
Office Manager

Seasoned professional adept at managing both front-facing customer relationships and back office operations with a drive for organization and customer satisfaction. Having over 35 years in customer service, over 15 years experience with a multimillion dollar manufacturing company, former co-owner of two businesses in Ohio, and her education in Business Management from Kent State University brings a wealth of knowledge and professionalism to her work. The sun and sand brought April and her family to Rockport in 2016 where her focus is on her family, work and firmly  believes in giving back to the community. April is a goal-oriented individual and all about getting the job done as efficiently and effectively as possible.

Micah Hale
Inspector

A versatile professional with a diverse career spanning over three decades. His background includes significant experience in Information Technology within public education, where he developed expertise in systems management, technical support, and problem-solving in dynamic, high-pressure environments. Additionally, Micah worked in directional services within the oil and gas industry, applying his skills to navigate complex systems and deliver client-focused solutions.

Micah has also served as the Construction Manager for Coastal Bend Disaster Recovery Group, a nonprofit organization dedicated to rebuilding and repairing local homes for vulnerable populations. Through this role, he oversaw projects that utilized volunteer labor from all over North America to restore homes for those affected by Hurricane Harvey and Winter Storm Uri, further solidifying his passion for community service and his ability to lead impactful initiatives.

Micah also dedicates his time to several volunteer roles, serving in different capacities for organizations such as the Rockport-Fulton Chamber of Commerce, Aransas County 4-H, Aransas County Youth Livestock Association, and the San Patricio and Aransas County A&H Show Community Board and Poultry Committee. His commitment to serving his community is evident in both his professional and volunteer efforts.

Caitlyn Henderson
Intern

Caitlyn Henderson is an Intern at Windshore Engineering, LLC. She is currently pursuing a Bachelor of Science in Architectural Engineering with minors in Construction Management and Mathematics at Texas A&M University – Kingsville. Caitlyn has a strong passion for structural and windstorm engineering and is excited to gain more hands-on experience through her internship.

Originally from Graham, a small town in North Central Texas, Caitlyn grew up immersed in the world of construction. Her father, a general contractor in steel construction for over 20 years, sparked her early interest in engineering. In 2021, she moved to South Texas to begin college, later joined by her family who now live in West Columbia, Texas.

Caitlyn enjoys learning new things, taking on challenges, and working as part of a team. Outside of work and school, she loves spending quality time with friends and family—whether that’s out hunting or fishing, or enjoying a full 18 holes on the golf course.
